PAVING THE WAY BEYOND 2015

NATIONAL CONSULTATIONS IN MONTENEGRO

Citizens of Montenegro now have an opportunity to activly take part in shaping their own future. The UN system in Montenegro launched national consultations on post-2015 development priorities within the UN-led global campaign "The world We Want - 2015"***. The campaign aims at involving citizens from all over the world in creation of post-2015 development agenda which will build on the current Millennium Development Goals.

During the first stage of the process, the UN System in Montenegro will collect citizens’ ideas and desires about the future they want, while in the second stage, the main development challenges recognized by the citizens, will be discussed in a series of thematic discussions. National consultations will gather a wide range of relevant stakeholders to discuss citizens’ suggestions for better life, as well as to exchange ideas on how to address specific challenges.

The process will be particularly focused on hearing the voices of the “voiceless”, i.e. vulnerable groups, including  - the poor; the young and the elderly; those from the remote, underdeveloped regions;  persons with disabilities; Roma; displaced and stateless persons; asylum seekers, and so on.

"This is first–of-its-kind consultation process  for creating development policy which calls for participation of, not only governments, but also ordinary citizens, including those living on the margins of society. In Montenegro, the national consultations will be carried out in cooperation with a number of partners in the country, with the common goal to hear the voice of the citizens about their greatest concerns and priorities, as well as their suggestions for addressing those challenges", said Rastislav Vrbensky, the UN Resident Coordinator in the country.

 

THE PROCESS

National consultations in Montenegro will be organised in three phases:

#1: Mapping of development priorities (topics) after 2015
December 2012 – January 2013

Citizens will have the opportunity to identify issues of particular importance for the future development of the two components of the initiative. Collecting inputs from citizens is being done through two major components:

  • Public opinion survey of a representative national sample - 2015 people;
  • On-line Poll allowing all those who are not included in the field survey to submit their vision of the world they want.

#2: Extensive debate on identified development priorities (topics)
January - March 2013

Priorities (topics) recognized by the citizens in the first phase will be discussed on more than 30 thematic public debates, to be organised by the United Nations System together with national partners.

#3: Preparation of a report with recommendations for development of Montenegro after the 2015
March 2013

Based on the conclusions of a broad national debate on development priorities identified by citizens, the UN System in the country will prepare a report with conclusions, which will be shared with the UN Secretary General. Key findings will be included in a global report on the post-millennium development plan, which will be analysed and discussed by the world leaders at the next General Assembly of the United Nations.

 

*** POST-2015 CONSULTATIONS: HEARING THE VOICE OF PEOPLE

How will the world look like after 2015? We can all do something about it.

For the first time in history, not only governments, but also citizens from all over the world, including the most vulnerable, will have the opportunity to actively participate in shaping the global future. In order to ensure that the collective vision of future is based on the perspective of real needs of people, especially those living in poverty, United Nations launched global post-2015 consultations in almost 100 countries. The aim is to hear citizens’ voices on their concerns and priorities for a better world. Results will be shared with world leaders for one reason – to make governments listen and take action on the things that matter most to people!

Consultations in each country are expected to bring together all relevant stakeholders to exchange ideas through an inclusive and open debate, in order to crystallize the collective vision of the “world we want to live in”, which will than serve as guideline for designing a new development program based on the needs of ordinary people. Post-2015 development agenda will build on the current Millennium Development Goals, as the UN remains fully committed to continue pushing for acceleration of MDG achievements.

 

BACKGROUND

In 2000, world leaders promised to halve extreme poverty by 2015 with a global plan called the Millennium Development Goals (MDGs). Thanks to millions of people taking action and a massive global effort, we have already made real progress. The number of people living in poverty has fallen to less than half of its 1990 level. Over two billion people gained access to better drinking water. The share of slum dwellers living in cities fell, improving the lives of at least 100 million people!

Yet, 1.4 billion people still live in extreme poverty. Every 4 seconds a child dies from preventable causes and over 900 million, particularly women and young people, suffer from chronic hunger. Meanwhile our population is set to rise to 9.5 billion by 2050 and the food system is at breaking point. Climate change threatens to destroy the lives of millions more and undo all the progress we have made so far. Inequality is growing everywhere and human rights are being undermined in the worlds most fragile and conflict affected countries while the world economy continues to falter.
