It has been more than two decades since the United Nations has pledged reform, in order to more efficiently cope with growing world challenges. The restructuring of the UN’s work at the national level is calibrated through the concept of Delivering as One (DaO), launched on 2006.
The DaO strategy represents a shift from the UN agencies’ individual work, towards joint work at the national level. The program sets out to overcome fragmentation of the UN by creating a more united system. This allows the UN team to make more effective use of assets, reduce transactional costs and promote transparency and accountability within the UN system.
The program creates Four Ones:
- One Program
- One Leader
- One Budgetary Framework
- One Office
The consolidation into the Four Ones serves to avoid the delays, costs and confusion associated with the operation of fragmented groups, particularly when working towards a common purpose. DaO is aimed at reaching greater coherency and efficiency and at achieving a greater impact. It strengthens national ownership and enhances the relevance of the UN System as a development partner for creating positive changes in society.
The UN Regional Directors Team (RDT) for Europe and the Commonwealth of Independent States (CIS) region endorsed the request of the Government and the UN in Montenegro to move forward with Delivering as One. In June 2009, the UNCT in Montenegro agreed on the formulation of an Integrated UN Programme, Results and Budgetary Framework for the period from 2010 to 2016 and creation of a UN Country Fund. The Integrated UN Programme for Montenegro is the first major step in that endeavour.
